[Editor’s Note: Readers are sending in urgent private and anonymous communications about current and past events in Civil Air Patrol’s national headquarters. Unfortunately, AuxBeacon sometimes receives outrageous, false and libelous accusations from those eager to discredit our efforts. We can only report verified facts.]

In May of 2009 a cry for help appeared on the Sky Graffiti website. No lawsuit ever led to the removal of the accusation.

I am currently employed at National Headquarters and disgusted with the sexual harassment, abuse of powers, terminating good members without reason, no accountability. I cannot disclose my position or name in fear of retaliation. I can verify that all of your accusations are valid. The corruption has been going on for years. It is a lot worse than what you have described on here. Most of the National staff members and Board of Governors including the current National Commander are guilty of many criminal acts. If someone was brave enough to expose them, they would all get prison time.

Many wonder why none of this criminal behavior is rarely exposed, the fact is that most fear the retaliation and are afraid they might get setup. National parallels organized crime like a mafia. Until you have experienced National first hand, then you will understand what I am talking about. If you want to help the CAP members, more people need to speak out against National until everyone takes notice. National exposure would end the corruption, or it will continue indefinitely. Please speak out & not just on here, if you have been mistreated or you know about a cover-up in CAP, your voices will be heard if more people stand up and unite together.

Over at CAP Insights, Ray Hayden has posted an entry regarding Civil Air Patrol’s Chief Operating Officer John Salvador. Readers will recall that Col. Jayson Altieri, who was chairman of CAP’s Board of Governors at the time, announced in December of 2016 that the BOG had selected John Salvador as CAP’s chief operating officer. The role of the COO is to administer the day-to-day “affairs” at CAP National Headquarters at Maxwell Air Force Base, Alabama.

Salvador’s biography notes that he has held other leadership positions within CAP over the past 20 years.

  1. I have been looking at some of the other stories on that Sky Graffiti Air Patrol page. I never knew about any of this when I was actively working their missions. Wakes a body up to the backdoor abuse.

  2. You should log the Civil Air Patrol Member dues hike that was announced by National of Sept 29th 2017. That came after Col Skrabut’s retirement after he explained “Why CAP Members Are Leaving” and the $12 Million judgement against CAP for their Georgia glider ops negligence.

I saw your story about the CAP Morphine Pilot who injected himself mid flight and killed his passenger and the most recent one about how they covered up that CAP was involved in the Deatsville glider crash. You are correct when you point out that CAP blows lying smoke to the press and public and that only a few find out later through the nstb/faa reports what really happened. I was a member of Civil Air Patrol down in St Petersburg in the 1980s. The BS story fed to the press about the McKnight crash on August 13 1989 was exposed a year later in the final ntsb report. CAP’s deceit angers me.

  4. Secrecy is only legitimate if it truly protects the lives of our CAP volunteer/paid members or information critical to the national security. It shouldn’t be used as a tool to avoid accountability from Congress, the USAF or the public.

    * Widespread cover ups and lack of accountability

    * Misconduct is not punished

    * Whistle blowers are defamed and terminated

    * Exaggerated awards programs

    * Aggressive recruitment with poor retention

    * Leadership backstabbing each other through minions

  6. There is some damning evidence that current CAP and USAF players are really not that serious about investigating and outing the surviving weenie & bully candidates that have taken reputations or time or property from others.

    The first is Stephen Governale. In early October of 2012, the headline read “FBI searching for more sex victims in Civil Air Patrol”. Wowzers! That would indicate Law Enforcement was truly serious about getting members to report into a system of cross-referenced cases.

    The second is that, in contrast to the case with Governale, the DOD, OSI and FBI have never made a similar overture to the people manipulated or threatened by Civil Air Patrol members in the manner of “a mafia” as suggested by the CAP National Employee who posted on SkyGraffiti in 2009. Even CAP’s own confessions in the MARB/MARP reports that were made public failed to motivate this inquiry. For those in the know, calling it a mafia is dead-on and the truth will eventually come out.

    If AuxBeacon and the others has been successful in blocking the progress of some CAP gangsters, then you can conclude that those who are advancing and lobbying at the awards ceremonies are the very ones who have been anonymously feeding material to these outlets to take out their competition.

    But we know, and now so does AuxBeacon, that the ones who remain standing are also just as compromised. There are recorded and photographed complaints that have been filed and the outcomes are TBD.

    Any BoG member advancing any CAP National, Region or Wing commander from the past 20 years is, unfortunately, setting themselves up to be exposed for not having carefully vetted their convenient candidates.

    All of the CAP video, audio, and text evidence we had has been fed here to AuxBeacon. That is why, even tho AuxB and other CAP news outlets will quickly see how they were used by manipulators, they may still release this warning for the benefit of all.

  7. I am sick and tired of what I have encountered in the culture of Civil Air Patrol. Like the women allegedly terrorized at National, sharing my details would expose me, but maybe I can help in another way. The Texas Killer CAP Cadet story doesn’t appear on your site, so you might not know about it or you don’t think it helpful to your case. If not, you can ignore this and I will understand.

    David Graham and Diane Zamora met at a Civil Air Patrol meeting at Spinks Airport. He excelled and rose to command his Junior ROTC battalion. After a lover’s triangle, they killed Adrianne Jones on Seton Road, left her body and eventually went off to the Air Force Academy and the Naval Academy where they were caught after Zamora confessed to her two roomies.

    The whole mess was described in the book Blind Love: The True Story of the Texas Cadet Murders by Peter Meyer and there is a 2007 Dateline video on youTube and even Wikipedia entries that talk all about it.

    • And I remember that when that happened, National HQ sent a letter to all wing, region and squadron commanders which essentially told everybody that if asked about it, say nothing.

      Cindy McCain developed a drug addiction after the Keating Five Scandal and two back surgeries that same year. The problem was that she committed fraud through her charity AVMT (American Voluntary Medical Team) which kept a ready supply of OTC pain medications and prescriptions for narcotic painkillers Vicodin, Percocet and Tylenol 3.

      McCain started taking narcotics for herself, and had John Max Johnson make out prescriptions for the charity in the names of three AVMT employees who did not know their names were being used.

      That led to a DEA investigation and her public confession and that is probably what led to her removal from Civil Air Patrol

    The public is at the mercy of the Congress that created this monster and left it without checks & balances. USAF’s hands are tied. Everyone should be getting sick and tired of it all – more and more revelations every day. The rotating board players using the role to pad their CVs have to stop appointing the culturally inbred glad-handers they meet at the conventions.

    What a mess these people have created!

    RiverAux is done with Civil Air Patrol and made a point of it on CAP Talk. I know, he sounds like a Barry Seal adrenaline type and not a selfless educator, but his assessment is not untrue.

    “At the end of the month I’ll have done my 20 (not counting a couple of years of cadet time that aren’t in the system). Not that it really means anything, but thats about the only reason I’ve stayed in the last few years. Told a few folks I’ll be getting out, but may just transfer to the ghost squadron.

    As an ES-oriented senior member I just can’t get myself motivated when we’re not seeing any SAR missions anymore (been 2 years since our last missing airplane search. Hardly any SAR in the last 10 years). Sure, there may be an occasional disaster mission, but taking a lot of photos that no one really cares about all that much doesn’t get my blood racing.

  13. John McCain and his staffers really could have been doing more to clean up this mess. Especially after how Civil Air Patrol treated Cindy McCain.

    CAP’s counter to protect the illicit portion of its operations has always been the emotional blackmail of trotting the poor young cadets “who need structure and STEM” out during Legislative Days. Politicians almost always cave to that kind of manipulation.

      While I supposed anyone could have combined information leaked to them from within national with a personal vendetta for this commander’s refusal to take a certain action…..

      the Civil Air Patrol National Commander in 2009 was Amy Courter.

      I second Kip’s hint and Skip’s comment. You need to keep things simple for the decision makers looking at the people in their face for the next fills. Highlight the stories about the characters and abuses associated with the CAP History Foundation from 2008-2011 and the brutal reprisal against those who exposed it all so that it could be shutdown.

My friend’s sad experience in Southeast Region Civil Air Patrol involved the classic MAD FOG of emotional blackmail that appears to have also transpired at national over the past 10 years or more. The two exchanges found on Sky Graffiti and the details recently coaxed out of others all fall into place to support this possible conclusion. The timing of the US release of American Made is punctuation icing on the cake.

    MAD or Mutual Assured Destruction was David Brennan’s ridicule of that doctrine of nuclear deterrence advocated by John Foster Dulles and Robert McNamara. In interpersonal relationships of people clawing at each other for positive press, higher rank and increased authority, it boils down to “if you tell on me, I will tell on you.” FOG is the acronym for Fear, Obligation and Guilt which are three elements of the dynamics at play between a controller and the person he is controlling in a relationship of emotional blackmail.

    Because so many of the members still operating in Civil Air Patrol are willing to compromise themselves in order to get along with a rotten core, the culture festers and grows with a catalyst chain of command.

  18. We’re not sure what’s happening at the National Headquarters of the Civil Air Patrol at Maxwell AFB, Ala., but apparently there’s a major shake-up going on. Sources have told NOTF that Chief Operating Officer John Salvador has either been fired or is being fired for sexual harassment and for having had an extra-marital affair with a female national headquarters employee whose name we are withholding. Numerous sources have also alerted us to the fact that Susan Easter, formerly the CAP’s chief financial officer, and Missie DeRocher-Harris, formerly the CAP’s Inspector General’s office manager, are suing the CAP for sexual harassment and wrongful termination of employment. Sources have also told us that the CAP has been keeping two sets of financial books, one to show inspectors and one showing where the CAP’s money really goes, and those have been copied and provided to the FBI. Our attempts to obtain comment from several Civil Air Patrol sources have gone unanswered. Meanwhile, on the CAP’s published headquarters staff directory, Ms. Easter is still shown as the chief financial officer, but there’s no answer on her phone extension, and Ms. DeRocher-Harris is still listed on her job position. John Salvador isn’t listed at all, and in the public affairs section, Julie Debardelaben is shown as the “deputy” director of public affairs, with no director shown. It also shows that Ms. Debardelaben is also in charge of publishing the CAP Volunteer Magazine. As of press time, no official is talking.

      It was Col. Jayson Altieri, then chairman of Civil Air Patrol’s Board of Governors, who announced that the BoG had selected John Salvador as CAP’s chief operating officer.

      The position was advertised nationally in August of 2016 and applicants were very carefully vetted by the BoG’s Personnel Committee. The BoG interviewed five finalists for the position on December 1st 2016.

      Salvador, who has served as interim COO since August, has held numerous leadership positions at CAP National Headquarters over the past two decades. He also formerly served as CAP-U.S. Air Force director of operations.

      A retired Air Force officer, John Salvador is an Air Force command pilot with more than 3,600 hours in operational support, trainer and light civilian aircraft. He is also an FAA commercial pilot. He graduated from the Air Force Academy with a Bachelor of Science degree in aeronautical engineering.

      The COO is responsible for procuring resources and manages corporate spending in accordance with the corporate budget and in compliance with requirements associated with federal appropriated funds.

      “The extensive background and experience John Salvador brings to this position will serve Civil Air Patrol well,” said Vazquez. “I have worked with him for over 15 years, first in operations and later as a part of CAP command. His vision for the future is certain to empower CAP’s volunteer Airmen to build upon the organization’s rich history of community service. I look forward to being a part of that process.”

  20. You published a good article some time ago about the “Grooming” that I also see in Civil Air Patrol. We know that pedophiles do this to teenagers. But corrupt military and Civil Patrol commanders also do this to adult commanders, pilots, and flight instructors in their chains of command. You make a mistake, they can portray it as something bigger or more deliberate and through a combination of bribes and blackmail you are soon doing progressively more unethical things for them.

    The American Made movie is excellent at showing this with Barry Seal being so easily manipulated by the CIA and then being left for dead with the Medellín Cartel.

    Your very careful point to the nearly named employees at NHQ could be a similar case, but I noticed you stopped short. I always wondered why they and two others at Maxwell kept working there after people were disappeared. Surely they knew all about this behavior, yet never resigned. Maybe we will soon find out as you clearly know what I know and you simply aren’t telling it yet.

Been in CAP for 7 seven years and have never seen that website before, but of course they try to hide all this from us mushrooms as they take our dues. One thing my father noticed is that y’all didn’t include the response that came two days later from SkyRaider.

  23. It’s a man’s nation of urges, screw-ups and intimdiation. The women at the top of Air Force are ineffective because the men are conditioned and resentful. Altieri doesn’t care and he has a daughter. What a mess this is going to be.
