Dear CAP Members:
Civil Air Patrol has been mentioned in the media in Florida during the last few days due to news
that U.S. Air Force Reserve Lt Col Stephen “Steve” Governale, a protocol officer at MacDill Air
Force Base in Tampa who is also an AF liaison with CAP, has been arrested and charged with coercing and enticing a minor to engage in sexual activity.
During this difficult time, it is important for you to know these things:
1. Civil Air Patrol and the U.S. Air Force are aware of the investigation and we are cooperating fully.
2. CAP and CAP-USAF are shocked and saddened by the allegation.
3. Lt Col Governale was NOT a CAP member.
4. Governale has participated in CAP’s Cadet Program as a representative of the U.S. AirForce.
At the national level, he assisted with Cadet Officer School, serving as co-director. He also served as an instructor at Region Cadet Leadership School, represented
the Air Force at numerous Florida Wing encampments, and attended most large cadet events such as Cadet Competition and the Color Guard Academy.
All CAP members having information regarding any criminal activity allegedly committed by this individual are being asked to contact local law enforcement authorities in your area.
We appreciate any assistance you can provide to ensure that all relevant facts are disclosed to the
proper law enforcement agencies.
