A recently retired U.S. Air Force general and a longtime Civil Air Patrol member have been selected to serve on CAP’s Board of Governors. The secretary of the Air Force appointed Maj Gen Sandra (Sandy) Finan of Colbert, Washington, to join the board, effective immediately. She succeeds retired Air Force Brig Gen Leon Johnson, the president of Tuskegee Airmen Inc., who completed a six-year term on the board Oct 26.

The Board of Governors consists of four Air Force appointees, three members appointed jointly by the secretary of the Air Force and CAP’s national commander, and four members-at-large selected by the CAP Senior Advisory Group (CSAG). CAP’s national commander, national vice commander, executive officer and eight region commanders serve as voting members on the CSAG. The CAP inspector general, command chief, chief operating officer and CAP-U.S. Air Force (CAP-USAF) commander are nonvoting members of the CSAG.

The 11-member BoG generates strategic policies, plans and programs designed to guide and support the volunteer service of the organization’s 52 wings. CAP’s national commander and chief executive officer, the organization’s chief operating officer and the CAP-USAF commander serve as advisers to the BoG.

  2. You might want to add this story of Curtis Boehmer. He is another unqualified white boy that was selected to the all white CAP board of governor’s.

      Good comment. I will give you more from MIWGCAP. Boehmer served as our MIWG King from July 26th 2014 to September 10th 2018. While he was working the blue uniform and fruit salad to his advantage, he ran as a Republican candidate for a seat in the Michigan House representing my District 84 and he lost. He LOST BIG TIME, see the chart.Curtis J. His highest cadet award was the Mitchell for Cadet Second Lieutenant.

      I agree with Jacob, the man is not qualified to be on our Board of Governors, but the Civil Air Patrol program is in such a death spiral and they cannot attract any good talent. Anyone upwardly mobile will avoid the CAP like the Zika Virus, it has become a reputation killer.

  7. The Civil Air Patrol membership has a poor memory because of the revolving door. From time to time, you could do an ON THIS DAY IN CAP CORRUPTION article to remind people of the abuses. Just a suggestion.

    As a tax payer, I recommend to Congress, kill the funding for the Civil Air Patrol. The $40 million plus that the CAP carelessly wastes would be better used elsewhere in the USAF.

      I agree fully. I don’t think CAP offers a good return on investment and I think the changes neccessary to make them functional are severe enough that you may as well start from scratch.

      That is, assuming the AF actually believes the concept of CAP or a similar organization is useful enough to merit trying again.

      40 mil is pennies in the bucket as far as grosteque military waste goes, but pennies make millions.

    • Is that Franken-dumbo Dale Newell, front right? The guy who our Oklahoma 1st District Congressman Jim Bridenstine humiliated last year on Memorial Day?

      Dale Newell helped Civil Air Patrol dupe the Air Force by burying complaints of malfeasance in the lead up to the Total Force announcement. For doing this dirty deed, he’s now a member of the Board of Governors and this shows that Civil Air Patrol is still rotten to the core.
