I believe that Congress, the CAP membership and your readers would benefit from understanding how the current CAP National Historian maneuvered his way from non-member status on October 31st 2011 to the rank of CAP Colonel and NHQ Historian in a short period of time.

Over a period of several years and within exclusive CAP circles, Col Blazich denigrated Richard Greenwood, Todd Engleman, Len Blascovich, Phil Saleet, Roger Thomas, Ray Lyon, Charles Wiest, Gregory Weidenfeld and Jim Shaw as “dumbass rednecks” and “fat old farts trying to cover themselves with decorations”.

According to Col Blazich’s emails, his National Historian of the Year Award for 2011 was fixed. He had only been in CAP for two months in 2011. He got the award “fixed” by exchanging copies of the Earle Johnson papers with the CAP National Historian (at that time), Col Len Blascovich. He told Col Blascovich that he had the only known copies. However, this collection was not owned, nor held by Col Blazich. These papers were publicly accessible and copyrighted at Case Western Reserve University in Cleveland, OH. This will be addressed in a separate analysis on AuxBeacon.

The mass exodus from Civil Air Patrol over recent fraud, waste and abuse findings has left the organization with few quality officers. Col Frank Blazich is just one example of many of what is wrong with CAP today.

In March 2018, when Blazich stepped down as the CAP National Historian, CAP Maj Gen Mark Smith cited “Blazich’s many accomplishments during this period (that) involved hundreds of man hours” and “contributions unrivaled by any other national historian.” He works as a military curator with the Smithsonian Institution in the nation’s capital, and will remain active in CAP.

Blazich engaged in reckless professional misconduct that seriously undermined the fairness of the CAP regulations. His “unrivaled” tactics ranged from misleading the CAP Board of Governors to outright lying and tacitly acquiescing or actively participating in the presentation of false evidence to ruin members to advance his career in the CAP.

I still think you should say nuts to CAP officially, trademark all this older CAP history, and just sit back and let the money roll in while you share the CAP history and continue to thumb your nose at CAP. You sent me the blog of that other fellow who was kicked out of CAP and he is a nut and crank. You have taken the moral high road…now use it to continue this work. You can do more out of CAP then in it. IF (huge IF) NHQ even extends a branch to me (baring the IG investigation). I don’t know what I would do. It hinges on the opportunities. I have no desire to work with thieves and self-inflated BS artists. If there is a chance to grab the brass ring, push in real change and pull you on board, you better darn well believe it I will take it. It is sad to hear, but not surprising. Many organizations gentrify, and why should CAP be no difference. I did note that the bulk of the people present in the meeting were well, bulky and obese. It looks God awful image wise to see a bunch of fat old farts trying to cover themselves with decorations. Just sad all around. Carr sounds like the right fit, even if the whole thing is scripted.

I’m not in CAP, so I didn’t expect them to hand out a national historian award to a civilian. I just would be bothered if they give it to someone for my work in particular. I’ll sick my bulldog personal lawyer on them if they do and make some stink out of it because I can. I repeat myself and say build up TeamCAP, grab the copyrights, and bury the historical foundation. If they can’t beat you (they can’t) they will crawl around eventually. It is only a matter of time.

Blascovich has to die eventually.

Well, IF I become National Curator, my primary focus will be getting the documents to a suitable archive and the artifacts to the USAF Museum. The latter will entail getting the CAP exhibit back on display, albeit redesigned for factual accuracy (none of this “sank U-boats” crap)…

I paid for the OHWG Wing Staff patches out of pocket and got reimbursed. Hell, I’ve sold all but 9 at this point and the wing turned a tiny profit (around $200) on them. I want to get the CP-14 patch recreated and sell them for profit, but that will be a slow process. The wing has been slow as shit trying to copyright the image and I’m still harassing folks about that. I may just say fuck it and have a small batch made up on my own to raise funds for my work specifically. I have the image to have the patches made, so it would be something to build money I can draw directly from for my work (as opposed to my own pocket all the time).

Granted, if I became national curator, it cuts off [CAP] HF from all the items [Jim] Shaw gets/steals. That [CAP Historical Foundation (CAPHF)] organization needs to just be liquidated and a new one created that is run formally and orderly. HF is nothing but a complete shame from the start. Is it even really needed? If NHQ had a full-time historian, he/she could be the clearing house for money and artifacts working directly with the USAF and the AU library. That would be ideal…

[John] Swain struck me as the one honest person in the bunch, being he goes back to the 1960s in CAP and is the point man on things. He mentioned a story or two to me about Pineda and he does not care for Don Rowland. I think he stays around as it is a paid job, but that is a thought.

My “archives” are items anyone can obtain if they look for them. I’ll probably just file the stuff away when I walk away. That’s ultimately what they want is just me to pack it in, and if corruption is all they want, I have no problem just leaving and letting them deal with it. I am not as invested in this as you have been (I’m still the lieutenant) but dealing with people like this is not my cup of tea. I tend not to interact with felons, crooks, criminals, and crooked cops in academia. CAP seems like a rogue gallery.

    I can now confirm from personal experience that Frank Blazich is a dirtbag. Civil Air Patrol leaders must have arranged for him to do this to a whistleblower who reported on theft and fraud with the promise of a reward if they could use the one-sided version of the emails. So transparent and sickening. Selfish men harming an individual for their personal glory.

  2. I have talked with Frank Blazich about these emails. He firmly denies they are real. I don’t buy his claim since this would be an easy defamatory lawsuit to win. If untrue, why would anyone in their right mind allow this to publicly happen. I think these emails are true and he is trying to cover his six. I hope the CAP comes to their senses and gets rid of him. He is a filthy man.

    Ray Hayden’s comments regarding John Salvador’s sex act at Maxwell have not been removed from CAP Insights.

    The same goes for the comments made by Frank Blazich during the History Foundation theft investigation conducted by Merle Starr.

    If I was either of these two men and false, defamatory statements were made about me, and I knew that no such evidence existed to back the claim, I would have contacted the outlets and had the defamation retracted under threat of legal action.

    Thus stories appear to be true and they are stuck with Salvador and Blazich because they can’t acknowledge so many of these in such short time.

    I have some additional questions for Col. Blazich:

    1) Why would you set up members in the CAP with dirty tactics and vulgar language?

    2) Why do you have members that you called “thieves” on your staff?

    3) Why were you made CAP national historian and given the rank of colonel with less than 13 months as a CAP member?

    4) How did you complete CAP Level 4, the Paul Garber Award so quickly without time in grade?

    5) Why didn’t you report the artifact theft to law enforcement?

    6) Why are you associated with “non-professional, unethical amateur historians” as you have stated?

  7. @Hansell, After reading your write-up along with this story and the one that came out in Skip Munger’s News of the Force, it seems likely that Frank Blazich was helping to undermine the credibility of Merle Starr’s IG investigation into complaints and findings on the CAP History Foundation and the Nunally Uniform theft. This seems confirmed by the record of Mark Hess’ reprisal 2B hearing where they improperly chopped and blocked the communications so that the hearing board members could not see what Blazich was saying in the setup. That word “setup” brings us back to the May 2009 comment about CAP National HQ being like organized crime.

    So, in exchange for this dirty deed, deliberate or accidental, Blazich gets CAP Colonel Rank and a short-lived billet as National Historian? Either way, using this filthy style of comm with a subordinate or working a deliberate setup to harm victims and investigators is completely unethical behavior and grounds for dismissal.

  8. The inside scoop that I am giving you is this.

    Civil Air Patrol is FORCED to hang on to exposed officers longer than the organization would like because of the embarrassment that so many timely removals is having on public perception. Just how bad is our judge of character? Think about it. The back-to-back and very public ousters of Dwight Wheless and Tony Pineda from National Command? The most recent events with both Don Rowland and John Salvador? The catalog of accidents and pedophiles that is reviewed each time a new one is exposed? All are now seeing how much has been buried and how this official policy of concealment encouraged the growth of little monsters around the wings. We are humiliated for being this corrupt and incompetent.

    So, yes, CAP National is finally advertising for a National Historian to replace Frank Blazich. Applicants will need to complete the “essay questionnaire” in addition to the normal application form. Applications will be accepted through 12 November 2017. Given what we know of the dark Civil Air Patrol wing-by-wing history still left to be exposed, no person of academic credibility would want to take on this job. They will have to answer for each and every piece of artwork exposed on their watch. Gag.

    “This coming week, National Headquarters will advertise for the position of National Historian. Since April 2013, I have attempted to run the CAP National History Program and build off the work of my predecessors to preserve, study, and share the corporation’s history with the nation.

    For the past year, however, I have had less time and energy to devote to CAP. Between work, family, and CAP, something had to give way and unfortunately it was me. I’m simply burned out. With the Morse Center now under development and a new national commander leading the corporation, it is time to pass the torch to someone with rich reserves of energy and fresh ideas. I voluntarily step down on my own but in consultation with headquarters.

    My last day as National Historian is slated for 3 March 2018 at the conclusion of the winter conference.”

    • Given what he did (and what little he did) it is long overdue for him to be escorted out. We were warned of his arrogance in the story above and, sure enough, he has ticked off many people.

  10. Donating historical items to the CAP is not a good idea.

    Some of us who have been around for a while know that some years ago, people in the history program were accused of theft of historical items and found guilty of theft and cover-up by an internal CAP IG investigation. Somewhere on AuxBeacon, there is a letter from the commander of CAP-USAF saying this matter ought to have gone to law enforcement and that the CAP IG system does not have authority to investigate crime. The CAP terminated the whistleblower’s membership. The accused remain in the CAP.

    Blazich was not one of those accused. He became national historian after this event. It is still true that items donated to the CAP go into storage somewhere and no one sees or hears anything about them. There is little in the way of an active history outreach.

    c. Ensure Working Relationships are based on Mutual Respect, Fairness and Openness. CAP members will behave honestly and ethically at ALL times and with ALL people. Individuals will not take unfair advantage of anyone through manipulation, intimidation, concealment, abuse of privileged information, misrepresentation of material facts, or any other unfair practice.

    • That is the reg, yes. However that is only applied to silence the lower ranking program members when they encounter something shady in play, such as the theft of donated items for personal gain or good ole boy abuse of the monies assigned for cadet o-flights.

    This appears to be a classic example of a sociopath – they lie with no sense of guilt at all, they have no empathy or concern for anyone, it is just about their power and control, they will trample anyone in their way. They stay with the CAP because the CAP’s useful to their career, not because they care about the CAP.

    To really understand their personality, read The Hatchet Man’s Playbook: The Ultimate Guide to Corporate Backstabbing & Dirty Tricks. While it’s mainly about office politics, it could just as easily be about CAP politics and the dirty tricks they pull everyday. In fact, it wouldn’t surprise me if they read a chapter of it everyday before they get out of bed.

    This is why I left the CAP. It is precisely why so many of us have said that any respect we might have had for the CAP has vaporized.

  20. Not surprising, these kind of things are happening everywhere. We are getting rid of good people left and right while the problem children (Wing Commanders and above) are covering for each other. We recently lost a great squadron commander because he was doing a great job, better then the Wing Commander. The entire Wing Staff quit and half went to our Squaron to work for our commander. So what do they do? The Wing Commander cans our commander and the Region Commander stands by and lets it happen eventhough the Region Commander tells our commander he did nothing wrong (we got a recording of the call). We are loosing too many good people fast to idiots like these. Where is John McCain when we need him the most.
