This is another example of the many IG Complaints that were intentionally covered up by Gen Carr to help get the Total Force Partnership with the USAF. Gen Carr gave the USAF a false perception that the corruption had been cleaned up. Though this was a Georgia Wing IG Complaint, it was transferred to CAP National Headquarters and left in the infamous CAP black hole to bury it.]

Col Parris,

I’ve been asked to inquire about the status of an IG complaint that originated in GAWG [Georgia Wing] but that has apparently been referred to NHQ for action. On 24 Dec 2012, Maj Phil Boylan (yes, he is my spouse) filed a complaint with the GAWG IG. On 27 Dec 2012, Maj Boylan received an acknowledgement of receipt from Lt Col Ben Prine who was then serving as the GAWG IG. Maj Boylan has received no communication of any kind regarding his complaint since that time.

According to Lt Col Prine, the complaint was transferred to NHQ and the last communication he had with anyone about this particular complaint was around 25 March 2013 when he had a phone conversation with Col Dale Newell. It was Lt Col Prine’s understanding that Col Newell was doing the complaint analysis. Lt Col Prine has had no other communication with anyone regarding this case since that time.

Since I do not know whether or not the complaint has gone to investigation, there is no way to know whether Maj Boylan should have been receiving 60-day updates or not. However, it doesn’t seem appropriate to me for him to have been left hanging all this time with no idea of what, if anything, is being done regarding his concerns. I respectfully request that Maj Boylan be given some kind of status update on where his complaint is in the process.

    This is so true.

    I was forced out of CAP in 2015 over my disability and the “sin” of taking care of my sick wife “interfering” with my involvement with CAP, with a commander who was less flexible than my command structure when I was in the Air National Guard. Being at the CC’s beck and call to be “voluntold” was more important than taking care of my wife, who had a potentially-fatal illness. Family? Let them join CAP! Church? CAP outranks GOD! I was left with only the “options” of transferring to the Wing “Ghost” 000 Squadron until I had two+ more years in for retirement or Patron membership.

    After a fruitless attempt to utilise the chain of command, and being told by the Group CC and Group Deputy CC that although his behaviour may have been “unprofessional,” it was “not against regs.” So I let my membership expire in June 2015.

    I wrote a letter to “General” Vazquez detailing this. He deigned not to answer my letter.

    During this past summer I tried to rejoin, in another squadron. I was very clear with them about my disability (I am not ashamed of it and have nothing to hide) and my wife’s health problems. I was not even given the chance to submit an application. I was told by the unit deputy CC that my membership had been denied, though she would not say why, even though I questioned her repeatedly.

    I initiated an EEO complaint through CAP’s EEO officer, Lt. Col. Walter Vertreace. He did correspond with me and call me, but the outcome was only a letter from Vazquez saying that he found no “discrimination” and that “the matter is closed.”

    Maybe for you, General, but not for me. I am telling all and sundry to avoid CAP like the plague, and I also plan to notify my Senators, as well as detailing my story here.

    CAP’s “IG system” is designed ultimately to protect its own…and I have seen people who filed IG complaints reprimanded and/or forced out of CAP.
